    You guys have covered this subject really well, but I just wanted to throw in my 2 cents:  There is a US military standard for rounding found in the drafting standards.  It either goes like this:  If over 0.5 round up, otherwise round down.  Or it might be this:  If equal to, or over 0.5 round up, otherwise round down.  I can't remember which it is, but I think it is in Mil-Std-100 G, Standards for Engineering Drawings.

    I know that drafting is not navigation, and I apologize for going off-subject,  but this may give some of us a firm foundation to leap from.

    In computer-ese, to round, I add 0.5 to a number and then take the integer.  Works for me.
