With respect to STELLA, please see attached file by John Bangert, USNO. It's a bit dated but does have some images that indicate that STELLA does celestial site reduction. Link is:

I tried to obtain STELLA a couple of years ago but found that it was only available to DOD users (i.e. USN, USCG, etc). Has this policicy been changed?
The RN equivalent software (NAVVPAC) is available for purchase from the UK HO authorized resellers. NAVPAC is featured as the primary site reduction method in the latest Admiralty Manual of Navigation Vol 2 (Astro Navigation, 10th Edition, 2010).

Here's a new wrinkle in this:
"I have used HO 249 personally but we teach sight reduction by STELLA, we only show them 229 and 249. We do not go over the math of those tables and how to use them."

So they'll be operating under the assumption of a possible GPS outage but with electronics still functioning.
Does anyone remember the specs on the "STELLA" software package? If it does the sight reduction, I would have thought that it does the almanac work, too. No?
