Gary,
Lower case Greek delta " δ " and lower case phi " φ " are
(also) used in the French Navy for Declination δ and Latitude φ . At least this
is what I have been trained with and I guess that there has been no subsequent
change in this area since. The use of δ for declination probably comes from the
Astronomers notation (see below).
As
regards Astronomical Coordinates, we use the following convention, and I think
that it is an international standard :
For Right
Ascension, we use lower case alpha " α ",
For Declination, we use lower case delta " δ " , this probably
explains why we kept this one for Navigation purposes,
For Ecliptic longitude we use lower case lambda " λ " and
For Ecliptic Latitude we use lower case beta " β "
... so
now lt us wait for the reply you are expecting, i.e. the German Navy
conventions.

PS : For
Longitude at sea or in the Air, we now use upper case "G", while many
moons ago my predecessors did use "P", ... guess why ?
