Joe, one of the brass in Iraq was asked this last week. He replied that several GPS jammers had been used by the Iraqis, and in each case the jamming device was eliminated with a GPS-guided bomb. Perhaps that is true, perhaps it is not. But right now the official line says that the active jamming device simply becomes an active target and doesn't stop anything long term.
