Well, he doesn't "tell us" anything. All we have here is a PDF version of a series of PowerPoint slides with a single line: "Inertial Navigation Systems (integration drift of 0.6nm / hour)". There's no way to be sure what he was actually saying while this particular slide was on the screen. That number may refer to a particular system historically, or it may refer to the cheapest systems available today, or it may merely refer to "hearsay". There's no reason to suppose that this author has any expertise at all in inertial systems.
