Of course. At what cost? And what legislation would enforce its installation?
In fact, there was a presentation by George Kaplan from the same conference entitled "Automating Celestial Navigation". The top directory is browsable (like an FTP listing) so if you go here:

you can look at the list of presentations. Unfortunately, these are just PDFs of the PowerPoint slides from the talks so you're only getting a hint of the material covered.
