The observations were make with Nikon 7 x 50's that were hand held. This introduces a certain amount of spread. I don't think I have enough observations to draw conclusions that are entirely statistically sound however in a recent round of observations from a single location I got errors on 4 bearings of 1.3, 0.1, -0.3, 0.0 degrees. From past sets at other locations I know that discrepancies of around 2 degrees are fairly common. I'm not sure whether these could be attributed to local variations in magnetic declination,
