Following is a historical explanation from frank Reed:
    http://fer3.com/arc/m2.aspx/Time-sight-primer-FrankReed-dec-2012-g21555

    Another of Franks posts:
    http://fer3.com/arc/m2.aspx/Time-sights-for-Jim-T-FrankReed-sep-2004-w17728

There was also, if I recall, a post from Frank on the "reverse" time
sight. That is, if your know your exact location you can use a
derivative of the time sight to find the time. Can't locate it at the
    moment.

Another note on the time sight:
Don't take my ramblings as gospel. I hope I have it right, and that the
more learned with better memories will join in and clear up my mistakes.

If memory serves the angle the formula gives is not always an LHA--
strictly speaking. It is the angle between the observers meridian and
the body, but can be on the "wrong" side observer's meridian so may not
strictly adhere to the definition of LHA. Some inspection/common-sense
test and/or sketch may be needed.

At the moment I'm eyeball deep in house restoration projects, and my
main desktop work computer melted down (power supply and mother board)
so I'm in recovery mode and don't have handy access to my files, so the
above is the best I can do for now.
