From a web search, it looks like the 3D printers can do cylinders, presumably any size.  The machines are pricey though, $1,300-2,600 from office depot.  There are likley professionals out there who can turn these out without buying the printer.  Perhaps a group of Bygrave enthusiasts can combine their orders to get a better price.  I handled some of the plastic creations of the cheapest Office Depot 3D printers and they seem sturdy.   The texture is not completely smooth though, so gluing paper scales on may require artistry.   The various Bygrave end caps I have seen in posts should be easy work for these machines.  Google "images of printing 3D cylinders" to see examples.
