    Hi Randall,

    Are you shooting mostly the sun?  If so, maybe the constrained set of sun-locations on the sky is translating an instrumental systematic error into a bias in the estimates.  If you have some star shots, try selecting a subset of those that are distributed as uniformly as possible in azimuth.

    On average, how much of a bias are you seeing?  Do you have a scatterplot of the disparities between the celestial LOPs and GPS?
