    Since it's night in Australia, and David probably wouldn't be replying for some hours, I'll say that I'm almost certain he was quoting the error in the lunar distance. As it turned out, my web app actually gave an error in his first lunar of -0.7', not 1.1', which is approximately equivalent to 21 minutes or a third of a degree error in longitude.
