    Yes,I can see your point.Even though not knowing the rules of maneuver and
    all the shapes,lights and sounds associated with safe maneuver is
    foolhardy.It is a problem worldwide.Allowing a person to operate a vessel
    who isn't aware of the rules should,in my opinion,be criminal.One can't
    legally operate a vehicle with out understanding the rules,why should a boat
    be differant?
