    I very strongly disagree with this statement!
    For me, it is easier to imagine green men suddenly landing
    in Norte Dame,
    than that the dip correction at a sea or a large lake can be positive.
    
    Bill, you are talking about leap and other seconds, UTC UT1 and
    other stuff. All this may be interesting in itself,
    but I do not want to repeat the joke about the Egyptian mummy.
    
    The most relevant question for THIS discussion in the following:
    
    "Are you 100% sure that your watch showed the same time
    (I mean MINUTE, not second!) as GPS at any time during our
    stay on the shore on March 17" ? And if yes, when was this? Before the
    sunset?"
