Maybe the answer to both lies in using the earth's orbit of the sun. The 'quadrants of the sun's orbital plane' is related to our earthly year and seasons (remember that the 'first point of Aries' is the point located on the celestial sphere where the sun apparently crosses the earth's equator) so if that was zero the portion of an arc measured from there could be in degrees or as a date and time. Talk about quaternions doesn't even begin to begin to address the question of just how 3D nav. away from earth could be or is achieved.
