    Given the information that Kochab is at lower culmination, we just need to 
    know both Kochab Declination and Kochab geocentric altitude.
    
    For geocentric altitude I find 15�54.57' (you might a slightly different value 
    since I can not figure out what you mean by " Temp/pressure correction is +.2 
    ".
    
    Declination is equal to 74�07.08';
    
    When we combine both, we get an observed Latitude at Kochab transit time (04:09:44) equal to :
    
    N3128.7 (31�28.7').
    
    Since you request it Latitude 04:09 LT, we need to correct for change in 
    Latitude given the Ship's N/S CMG/SMG and I would then suggest that the 
    observed Latitude at 04:09 LRT is N3128.6 (31�28'6)

    PS : True ! Lower transits are quite rare. I shot only 2 in many years at sea 
    and they were "Full Local Apparent Noons", one with DENEB, and the second 
    with RIGIL KENT if I remeber well. I need to dig out in my Celestial 
    Navigation Logbooks and I will shortly publish both, ... just in your Honor
