I use ICE occasionally and I am also slightly discouraged by the mismatch in
delta T and would like to find some solution to this issue.
I think it would be possible to file a FOIA request to the USNO for ICE
source code. Then it could be fixed (or used to determine format of
EPH??.DAT ephemeris files, in case delta T is stored there).
Has anybody here done FOIA requests before and can share what is
involved?
