Richard,
I am assuming your latitude, longitude, and theodolite numbers are in degrees, minutes, and seconds. Sun lower limb Hs = 90* - theodolite reading. Results below are in degrees, minutes, and tenth of minutes by Pilot Navigator phone app.
Assumed Position 41* 50.5' N 79* 59.2' W
Hs 23* 18.1' UT 15:13:37 11/18/2013 Az 151.2* INT 3.2' away
Hs 24* 10.3' UT 15:24:18 11/18/2013 Az 153.9* INT 5.9' away
Hs 25* 36.7' UT 15:39:36 11/18/2013 Az 157.5* INT 10.4' away

I recorded three solar altitudes today. They are:
66 41 53 Lower Limb {at} 15 13 37 GMT
65 49 41 Lower Limb {at} 15 24 18 GMT
64 23 21 Lower Limb {at} 15 39 36 GMT
I used my old Wild T2 for the observations. I would be grateful if someone would reduce them to a Lat/Lon to help me verify what is or isn't working. The AP is
-79 59 109 and 41 50 285 (best guess GPS). BTW, they look, to me, to be within about 1/2 mile. But, I an a rookie prone to error!
