    It was obviously a magnetic/true issue, as I said. That does not make
    it a GPS error. That probably makes it an operator error.
    
    If you could show that the GPS reads magnetic when it is set to read
    true, or vice-versa, then it would be a firmware error in the
    particular receiver, and the receiver should be named, because it
