On the Bygrave, the scales have allowance for the different diameters, i.e. one circumference on the inner scale is shorter than on the outer scale. This results in the linear distance between corresponding marks being different on the scales, but the angular distance is the same.
Otherwise it just wouldn't work at all...
And on the original cardboard replicas from Zvi Doron, the same is true, he experimented with multiplication factors for the printed scales to make them come out exactly right.
