Some mechanical pencils have 0.5mm leads. A protractor arm length of 700mm spaces about 0.2mm for 1' moa. You are right. It would be difficult to make a dot that size. It would be more reasonable to go with a 2' moa division which would be about equal to the width of a fine lead with the protractor extended to full length. It is possible to extend the arms further with a straight edge when using very large charts so the limiting factor then becomes the maximum width of the chart and not the protractor arm length. In this case it might be reasonable to have the 1' moa precision. As a matter of convenience it is nice to have the protractor graduated the same as the sextant. This would be reason enough I think.
