    I had never heard or seen one of these before so I can not be sure what it is used for. But, looking carefully at the image, I would hazaard a guess that it computes LHA and probably other cel nav factors. Looking at the outside scale it appears to be a time scale and the index at the top looks like is says "GCT". Maybe Ken knows something about this.
