There is all sorts of good stuff to confuse the newbie. Here's my
    theory.

I use a $35 watch I got at walmart. Every week or so I check the time
and if it's within a second, I go with it, if not, I re-sych it with
the time tick. I never worry about rates beyond the fact that I have
to adjust it every month or so at sea.

If you are within 1 second of time, you are in good shape with Celnav
for practical considerations. Unless you are observing with someone
else recording it generally takes the better part of a second to pull
your eye from the scope and look at the watch (which only reads in
whole seconds anyhow). So I usually note the time and subtract a
second during my observations. (Although that 5x datascope at
Celestaire certainly has my interest if it works well). My
observations are often under 1 nm and only very rarely over 2 (and
that is because of horizon issues not time).

I must also say that it was amusing to me to see all of the radio
jargon earlier in the thread. I should have known there would be some
    Ham types on the board.
