I don't have a definitive answer for the slight alignment differences in Chicago streets, but I found a good discussion of it here: http://groups.google.com/group/chi.general/browse_thread/thread/c6814b4c857b1d20 Around the 15th-20th posts in that thread have some good points. I really have to stay away from that Coast Survey site. It's addictive.
