I haven't seen anything specifically about an expanded celestial course at the academy however the Navy is trying to change its training so that officers will meet all of the requirements for a Merchant Marine License without additional outside training. More celestial training would be a part of that and teaching it at the academy and in ROTC would seem like the easiest way to make the class available to the largest number of officers. (Currently what little CelNav is taught at the academy is taught to the third class midshipmen or sophomores so if the new course is aimed at next years plebes it might not actually start being taught until the following year.)
