Considering the cost of manufacturing equipment, dies, etc, as opposed to the volume of sextants sold even then, perhaps "Made" means "assembled by" various firms in order to produce a "genuine US Navy" sextant? And that they were simply buying and assembling the parts from Cassens & Plath under license?
