I think it has been dropped from the curriculum at the naval academy (actually they teach it but only using computers to do the sight reduction) however any officer who is going to fill the navigator billet on a ship has to take a course in celestial prior to assuming that job. The Quartermasters (the enlisted men who actually navigate the ship) are also still trained in celestial navigation. QMC(SW) John S.
