No, it's always GMT (really UT1, or nearly enough UTC) so no seasonal jump ahead/fall back. There are many online sources of accurate GMT/UT these days. Also, if you have a phone or other "smart" device that lets you select a time zone based on world capitals, use Accra, Ghana which is always on GMT/UT.
