Gerard- In my unprofessional and personal opinion (not a lawyer, no warranties) I'd suggest putting "printed matter" on the declaration, or a similar category. Publications, media, etc. There are often no tariffs or very low tariffs on that, as opposed to a CD being mistaken for "computer software" which is often taxed at a much higher rate. NIMA still has locked parts of the 2002 Bowditch against printing and editing, which also prevents merging those chapters, although they have redone them all in Acrobat4 instead of using v.5 for the locked chapters.
