    Same exact thought occurred to me, the second radio operator was to handle passenger radio traffic.  The primary radio operator handled official traffic.

    A bit superfluous you might think, but a dedicated 'telegram' service - such as you would have had on ocean liners - might well have been considered necessary considering the luxurious standard being offered.
