The paper: PRECOMP NAVIGATION Capt. P. V. H. Weems, USN (Ret.) Vol. 16, No. 4, 1969 is published from NAVIGATION, The Journal of The Institute of Navigation.
Long ago I was interested in getting the paper "A method of using altitudes between two stars, without a visible horizon", but it was not possible. Can anyone provide a copy?

Thank you for the articles on Philip Weems. It's odd that there isn't a full fledged biography of him - at least none I'm aware of.
Two things I was also not aware of are mentioned in the second paragraph of page four the article by Emmet: "a method of using altitudes between two stars, without a visible horizon, developed by an Australian named Burton," and something called: "Precomp Navigation, which was a super short tabular method."
Can either of you point me in the right direction to get the scoop on these?
