The weird looking fractions you asked about are an artifact of the decision I made years ago about using compound fractions to enter angular data in degrees so they fit in a single Excel cell. In retrospect the result is indeed somewhat hard to read but I am not going to go back and change it now.
When you want to specify 39° 58' you enter 39 58/60, which then Excel displays as 39 29/30 (or something even more cryptic, such as 147/911...). The whole degree part is still visible in the original input (green) cell. As a sanity check for the user the fractional part is displayed in the neighboring gray cell in arcminutes rounded to 0.1'.
