Not everyone is using Microsoft Office, but alternatives like OpenOffice etc. For those the free software tool IrfanView (www.IrfanView.com) might do the trick. The nice thing about IrfanView is that it can do batch conversions as well (so resizing multiple images in one go). Apart from resizing it will also allow you to save the image in a different format than the original.
