PMMail was originally written for OS2, but was ported to Win95 many years ago, and has always handled all those encodings. It can be set to use any of them as default for sending attachments. I was unaware that BinHex was a Mac thing, but when I receive an attachment, it just opens if I click on it, without telling me how it was encoded unless I ask.
