    I would add that when checking the the observed SD (on + off) against
    actual SD you use Frank's sight for SD. Rounding to a single decimal
    place in the NA can throw you off even if you are dead-nuts on,
    especially if you compare your on-and-off the arc limb-to-limb totals to
    4SD.
    
    Example:
    On + Off = 32.3 + 31.9 = 62.4
    IE = (32.3 - 31.9)/2 = 0.2
    Frank's SD =16.05
    4X Franks = 64.2
    NA SA  = 16.1
    4X NA SD = 64.4
