    Like Bruce, I have a Starrett level, actually two of the 98-8's - these are 8" in length, and I forget what one grad means in leveling per foot, or in angular displacement, but I used them to set horizontal a dark glass plate, for noon sights, and was quite happy with the results, although at the time I was much more interested in basic concepts and procedures, than minute-fractional accuracy.
     
    Starrett does advertise levels accurate to 10 angular seconds, but they are 15 inches long, and very pricey.
