It may not be SIMBAD. I see things I don't understand direct from Vizier as well:

Sometimes, it seems the Vizier move to 2000 isn't right (for example,it warns it is applying PM's, but the PM's are zero, so there is no change), so when possible, I took the observed RA and Dec with the Epoch of observation.
I may be missing something.
