Tony, I found this in a copy of H.O. Pub 9 (aka Bowditch), 1962 edition, page 532. This is from the same Chapter XXI that I referenced in a recent post. It contains a short discription and derivation of the formulas.
Delta m = sin(d+L)sin1'
Delta n = sin(d-L)sin1'
I'm not sure the notation is the same as in the document you linked to. I read thru it quickly but my French is a bit rusty - it's been 50 years since I studied it.
