Frank is unlikely to do so, as these classes are a recurring source of income for him. Once available for free online, that income will be reduced. It is an unreasonable thing to expect Frank to give up this income.
He could put it behind a paywall, but, as the video stream comes to a computer screen, it can be acquired by surreptitious means. Frank would once again lose control of his intellectual property.
