    Actually tey insert one whenever needed, either at the end of the year or 
    midyear. It is always announced in advance. The first time
    they did it after I got my first gps, around 1990, we went on the roof a 
    little before 1900 EST (2400 GMT) and watched the change,
    toasting the leap second with Champaigne.
