This was an important issue back in the time sight era, so the various sources of error are explained and quantified in the classic old references such as Martin http://books.google.com/books?id=NP0nAAAAYAAJ&pg=PA360 Raper http://books.google.com/books?id=-8qEAAAAIAAJ&pg=PA221 and Chauvenet http://books.google.com/books?id=6JlzJHd15vQC&pg=PA211 They all agree that errors in the observed altitude and estimated latitude have less effect as the body is closer to the prime vertical. --
