Anyone got any idea why the Celestaire download is so large?

The NGA (National Geospatial-Intelligence Agency) 249 Vol 1 Epoch 2010 at

    http://msi.nga.mil/NGAPortal/MSI.portal?_nfpb=true&_pageLabel=msi_portal_page_62&pubCode=0012

is 351 pages and its size is 4.97 MB.

The Celestaire 249 Vol 1 Epoch 2015 at

    http://www.celestaire.com/Pub-249/View-category.html

is 353 pages but is over 34 times larger at 171.29 MB.

Quality of both documents seems to be about the same. How come the Celestaire document is so large?
