    The digital versions published by NGA have the unusual statement:  "Copyright by the U.S. Government, no copyright claimed under 17 USC". Many believe this means that U.S. Citizens  (those living under the U.S. Code) are exempt from copyright restrictions.  But that non U.S. Citizens or other foreign entities are not allowed to violate the copyright without permission.  if you are in that category, theoretically you should get permission.  However, I am sure no one will care if you use a few pages for your book.

    The one exception is Pub 249 Vol 1 (Epoch 2015).  The previous version (Epoch 2010) as produced by the U.S. Government is still good through 2014.  But the new Epoch 2015 is produced from Government software, and is copyrighted  by Celestaire, Inc.  This can be freely downloaded from their website.
